The combination of leisure and hotel uses establishes Napier Park as a destination. A new retail quarter will be created around Napier Square with new direct access to Luton Airport Parkway Station, which hosts nearly 2.5 million annual passengers. Napier Park will include an Urban Arboretum and parkland and provide an open community space suitable for the performing arts and street markets. Approximately 4,200m2 (45,000 sq ft) of retail and restaurant units will surround this space with external ‘al fresco’ dining seating areas, together anchored by a new food store and hotel.

The excellent transport links with the new Napier Park Busway stop giving easy links to Luton town centre and London Luton Airport mean that this is an excellent hotel location. The airport serves 9 million annual passengers, with planned growth to 18 million passengers a year by 2023. Luton is one of the largest towns in south east England with a population of approximately 200,000 residents. The Mall Shopping Centre in Luton town centre attracts over 20 million shoppers per year. Luton is home to the University of Bedfordshire with a student population of 24,000.
